Plot:
Billa II begins by establishing the protagonist, David Billa (Ajith Kumar), as a Sri Lankan Tamil refugee who arrives in Rameswaram, Tamil Nadu, India, along with other refugees. They are escaping the civil war in Sri Lanka and hoping to find a better life. The film depicts the harsh conditions of the refugee camp and the struggles the people face.
Billa quickly adapts to the tough environment and befriends another refugee, Ranjith. They face oppression and corruption, notably from a corrupt police inspector named Raghubir Sinha. When Raghubir tries to forcefully detain one of Billa's friends, Billa intervenes and attacks him. This act of defiance leads to Billa's imprisonment and torture, fueling his anger and desire for revenge.
After his release, Billa is determined to make a new life for himself. He travels to Chennai to meet his estranged sister, his only living relative. However, she rejects him because of his criminal record in Sri Lanka, leaving him alone and further hardened.
Billa and Ranjith become involved in smuggling, and their activities catch the attention of a local crime boss. Billa's boldness and efficiency impress the boss, and he begins to climb the ranks of the criminal underworld. He becomes involved in increasingly dangerous and high-stakes operations, demonstrating his ruthlessness and ambition.
As Billa gains prominence, he comes into contact with Abbasi (Sudhanshu Pandey), a powerful and influential mobster in Goa. Billa's skills and charisma make him a valuable asset to Abbasi's organization. He quickly earns Abbasi's trust and becomes a key player in his criminal empire, which deals in drugs, arms, and other illicit activities.
Billa's rise is meteoric. He handles critical operations for Abbasi, including a major arms deal that takes him to Georgia to meet with an international arms dealer named Dimitri (Vidyut Jammwal). In Georgia, Billa observes the scale and complexity of the global underworld, realizing the immense power and wealth that can be amassed. He also encounters a corrupt Interpol officer, Jagdish.
However, tensions begin to rise. Abbasi starts to see Billa as a threat to his own power. He fears that Billa's ambition and growing influence will eventually lead him to challenge his authority. This distrust leads to a rift between them, and their relationship deteriorates.
During this time, Billa learns of his sister's death. He brings his niece, Jasmine, to live with him and provides her with a comfortable life, enrolling her in medical college. This shows a rare glimpse of vulnerability and a sense of responsibility beneath his hardened exterior.
The conflict between Billa and Abbasi escalates, leading to a series of violent confrontations. Billa, with his loyal associates, decides to break away from Abbasi and establish his own criminal empire. This sets off a bloody turf war as both sides vie for control of the underworld.
Billa's actions attract the attention of Dimitri, who sees him as a potential rival. Dimitri, a ruthless and powerful international don, becomes a major antagonist in the film. The narrative builds towards a three-way conflict between Billa, Abbasi, and Dimitri, each vying for dominance.
A key turning point in the film involves a political assassination. Dimitri, with the help of some of Abbasi's men, orchestrates the murder of a Chief Minister and frames Billa for the crime. This sets the police and other forces against Billa, forcing him to go on the run.
Billa, however, is aided by his loyal friend Ranjith, who uses extreme measures to ensure Billa's escape from custody. Billa then sets out to rescue his niece, Jasmine, who has been kidnapped.
