Plot:

The film opens with Steve Rogers, Captain America, now living in Washington D.C., attempting to adjust to the modern world. He frequently jogs with Sam Wilson, a veteran struggling with PTSD, who quickly becomes a confidant. Steve's work for S.H.I.E.L.D. involves leading the STRIKE team, including Brock Rumlow, on missions. During one such mission to rescue hostages from a hijacked S.H.I.E.L.D. vessel, the Lemurian Star, Steve discovers Natasha Romanoff, Black Widow, has a secondary objective from Nick Fury: extracting data from the ship's computers. This unilateral action by Natasha and Fury's evasiveness leaves Steve feeling uneasy about S.H.I.E.L.D.'s increasingly opaque methods.

Fury himself grows suspicious of Project Insight, a S.H.I.E.L.D. initiative involving three new Helicarriers linked to a satellite network, designed to preemptively neutralize global threats. The climax unfolds as Project Insight is set to launch. Steve, Sam, and Natasha infiltrate the Triskelion with the help of Fury and Hill. Their plan is to replace the Helicarriers' targeting chips, which contain Zola's algorithm, with new chips that will force the Helicarriers to target each other, destroying the HYDRA threat from within. Steve broadcasts the truth about HYDRA's infiltration to the entire S.H.I.E.L.D. organization and the world, causing chaos and exposing Pierce. A massive battle ensues on the Helicarriers and within the Triskelion. Sam confronts Rumlow, while Natasha, disguised as a World Security Council member, exposes Pierce and uploads all of S.H.I.E.L.D.'s classified data, including HYDRA's secrets, to the public internet, effectively dismantling both organizations. Steve confronts Bucky on one of the Helicarriers, refusing to fight his friend and instead trying to reach the person he once was. Despite Bucky's continued aggression, Steve manages to install the final chip, activating the Helicarriers' self-destruct sequence. As the Helicarrier crashes, Steve, severely injured, falls into the Potomac River, but Bucky pulls him to safety before disappearing.

In the aftermath, HYDRA's operations are exposed globally, leading to the collapse of S.H.I.E.L.D. and the arrest of numerous HYDRA operatives, including Pierce, who is ultimately killed by Fury. Natasha goes underground, providing information to a Senate committee, while Fury fakes his death again to pursue remaining HYDRA cells in Europe.
