Plot:
The film opens with a seemingly routine mission for the G.I. Joe team, led by Duke. Their objective is to secure nuclear warheads in Pakistan, following the assassination of the country's president and the ensuing political instability. This mission, however, is a setup orchestrated by Cobra, who have infiltrated the highest levels of the U.S. government.
Zartan, a master of disguise and a key Cobra operative, has successfully impersonated the President of the United States. With this incredible deception, Zartan is able to manipulate events and position Cobra for a takeover. The G.I. Joe team, unaware of the treachery, successfully retrieves the warheads. However, upon their return, they are met with a devastating betrayal.
Under Zartan's orders, a military airstrike is launched against the G.I. Joe base, decimating the team. This attack is a calculated move by Cobra to eliminate their primary opposition and clear the path for their nefarious plans. Among the casualties is Duke, a respected leader and a core member of the G.I. Joe team. This event sends shockwaves through the surviving Joes and sets the stage for a personal vendetta against those responsible.
Three Joes manage to survive the attack: Roadblock, Flint, and Lady Jaye. Roadblock, a heavy machine gunner known for his strength and unwavering loyalty, emerges as the de facto leader of the small group. Flint, a skilled marksman and survivalist, provides the team with his tactical expertise. Lady Jaye, an intelligence operative with a knack for infiltration, uses her resourcefulness to uncover the layers of deception.
The survivors seek refuge and assistance from General Joseph Colton, the original G.I. Joe. Colton, a legendary figure with a long and storied history in espionage and combat, provides the team with crucial resources, weapons, and invaluable experience. He also offers them guidance and helps them understand the gravity of the situation they face. With Colton's help, the surviving Joes begin to piece together the puzzle and realize the extent of Cobra's infiltration.
Meanwhile, in a separate but interconnected storyline, Cobra's own plans are unfolding. Storm Shadow, a formidable ninja master and a key Cobra operative, along with the demolitions expert Firefly, execute a daring raid on a high-security underground prison in Germany. Their mission: to liberate Cobra Commander, the ruthless and charismatic leader of Cobra, who has been imprisoned since the events of the previous film.
The prison break is a success, and Cobra Commander is once again free to lead his organization. However, Storm Shadow sustains serious injuries during the escape, forcing him to retreat to a secluded temple in the Himalayas to recover. This sets up a parallel narrative involving Snake Eyes, the enigmatic and silent ninja master of the G.I. Joe team, and his apprentice, Jinx.
The Blind Master, the leader of the Arashikage Clan (the ninja clan to which Snake Eyes and Storm Shadow belong), sends Snake Eyes and Jinx on a mission to capture Storm Shadow. The mission is driven by a desire to bring Storm Shadow to justice for the murder of the Hard Master, their former sensei.
As the two storylines progress, the surviving Joes uncover Zartan's elaborate scheme. Zartan, still impersonating the President, invites world leaders to a summit at Fort Sumter. Ostensibly, the summit is meant to foster cooperation and peace, but Zartan has a more sinister agenda. At the summit, Zartan reveals Cobra's ultimate weapon: Project Zeus.
Project Zeus is a network of orbital kinetic bombardment weapons, capable of delivering devastating strikes anywhere on the planet. Zartan uses this weapon to blackmail the world leaders, forcing them to disarm their nuclear arsenals and submit to Cobra's authority. To demonstrate the destructive power of Project Zeus, Zartan obliterates Central London, sending a chilling message to the world.
The Joes, realizing the catastrophic consequences of Cobra's plan, spring into action. They embark on a multi-pronged mission to stop Cobra, rescue the real President, and disable Project Zeus. The mission is a race against time, as the world teeters on the brink of chaos and destruction.
General Colton, with his vast experience and knowledge, leads a team to infiltrate the heavily guarded facility where the real President is being held captive. Roadblock, Lady Jaye, and Flint focus their efforts on disrupting Cobra's operations and finding a way to disable the orbital weapons. Snake Eyes and Jinx, having captured Storm Shadow, learn the truth about the Hard Master's murder.
Storm Shadow reveals that Zartan was the actual killer and had framed him for the crime. This revelation leads to a temporary alliance between Storm Shadow and the Joes, as they share a common enemy in Cobra. Storm Shadow's knowledge of Cobra's inner workings and his combat skills prove invaluable in the fight against them.
The climactic confrontation takes place on multiple fronts. Colton's team successfully rescues the real President, while Roadblock and his team infiltrate Cobra's base of operations. Snake Eyes, Jinx, and Storm Shadow engage Cobra's forces in a series of intense battles, showcasing their incredible martial arts prowess.
The final showdown pits Roadblock against Firefly, Cobra's explosives expert, who is tasked with protecting the launch device for Project Zeus. In a brutal and high-stakes battle, Roadblock manages to overpower Firefly and destroy the device, preventing the orbital weapons from being fired again.
Meanwhile, Storm Shadow confronts Zartan, seeking revenge for the murder of the Hard Master. In a tense and climactic duel, Storm Shadow kills Zartan, finally avenging his sensei and bringing an end to Zartan's reign of terror.
With Cobra's plans thwarted and the world saved from destruction, the G.I. Joe team is hailed as heroes. The real President addresses the nation, acknowledging their bravery and sacrifice. General Colton presents Roadblock with a symbolic weapon, a M1911 pistol belonging to General George S. Patton, a tribute to the team's fallen comrades.
The film ends with a sense of resolution, but also a hint of the ongoing battle against Cobra. Roadblock, accepting the responsibility of leadership, fires a single shot from the pistol in honor of his fallen teammates, vowing to continue the fight against Cobra and protect the world from future threats.
