"Madurai Mayhem," a gripping tale of crime, family, and deception, unfolds in the bustling city of Madurai, where a sinister gang orchestrates a series of high-profile kidnappings. Their modus operandi is chilling: they abduct prominent businessmen, demanding a hefty ransom of ₹2 crore (US$230,000), and brutally execute their victims if their demands are not met. The bodies are callously discarded beneath a local bridge, leaving the city in a state of terror.
Bhavani, a ruthless enforcer, and his cunning partner, Lal, are the primary architects of these heinous crimes. SI Albert, a dedicated officer, manages to piece together the puzzle, confronting the kidnappers. However, his pursuit is tragically cut short when Bhavani publicly executes him, sending shockwaves through the police force.
Enter Jayaseelan, a sharp and determined ACP, dispatched to Madurai by the special branch with a singular mission: to dismantle Bhavani's gang through police encounters. Jayaseelan, a man of integrity, balances his professional life with his familial responsibilities, residing with his parents and his younger brother, Selvam. His closest confidant is Murugesan, a loyal head constable.
Amidst the chaos, Jayaseelan finds solace in a budding romance with Sowmya. However, his personal life soon intertwines with his professional duties. He orchestrates a fake meeting with Bhavani and his gang, pretending to negotiate a bribe to turn a blind eye to their operations. During this staged encounter, he eliminates two of Bhavani's men, sending a clear message. Bhavani, realizing he has become a target, is hunted down and killed by Jayaseelan. In his dying breath, Bhavani ominously warns that the kidnappings will continue, leaving Jayaseelan perplexed.
The truth is far more complex. Selvam, Jayaseelan's own brother, is revealed to be the true mastermind behind the kidnappings, working in tandem with Lal. Bhavani was merely a pawn, executing their meticulously planned crimes.
The narrative delves into the family's past. Their grandfather, Ramasamy, a revered freedom fighter and four-term minister, was a symbol of integrity. However, his son, Kumarasamy, Jayaseelan and Selvam's father, eschewed politics, preferring a quiet life. Singarasu, Kumarasamy's ambitious cousin, exploited Ramasamy's legacy to secure political victory.
Selvam, lured by the promise of political power, aligns himself with Singarasu, only to be betrayed. Singarasu, fearing Selvam's growing influence, sabotages his election campaign, manipulating public opinion with bribes. This betrayal fuels Selvam's thirst for revenge and wealth. He enlists the help of his lawyer friend, Pankaj Lal, to infiltrate Singarasu's inner circle, gathering incriminating information while simultaneously orchestrating the kidnappings.
In the present, Selvam, aware of Jayaseelan's investigation, carefully monitors his every move. When Sowmya's father, Lakshmi Narayanan, falls victim to their kidnapping scheme, Selvam, disguised, collects the ransom. However, Narayanan, observing Selvam's mannerisms, suspects his involvement. Selvam, sensing the danger, eliminates Narayanan before he can reveal the truth to Jayaseelan.
Jayaseelan, determined to unravel the mystery, initiates a phone tapping operation, targeting prominent businessmen. When a businessman receives a ransom call, Jayaseelan intervenes, leading to a chase. Lal is apprehended, but Selvam, feigning injury, stages a scene, claiming to be a victim.
Selvam's web of deceit deepens. He eliminates Lal within the police commissioner's office, silencing a potential witness. However, Kumarasamy overhears Selvam's incriminating phone conversation, uncovering his dark secret. Selvam, fearing exposure, plots to kill his own father.
Jayaseelan, through meticulous investigation, uncovers the truth. He gathers evidence proving Selvam's staged injury and discovers his secret hideout, where Kumarasamy is held captive. Jayaseelan rescues his father, bringing him home.
Selvam, confronted with his exposed crimes, pleads for leniency, promising political power. However, his attempt to eliminate Jayaseelan and their father is met with resistance. Kumarasamy, fearing the damage to their family's reputation, implores Jayaseelan to eliminate Selvam.
Jayaseelan, torn between familial loyalty and justice, complies. He kills Selvam, staging his death as another victim of the kidnappings, his body left beneath the bridge.
