The story begins in 1987 when the crime rate in Uttar Pradesh is at its highest. To combat this, Agricultural Minister Veerandranath Tagore devises a plan to reduce crime by tackling hunger. He invites 500 farmers from Andhra Pradesh, led by Seetaramaiah, and grants them 5000 acres of land on a 30-year lease, promising ownership after the lease period.
Years later, Sarojini Naidu, a successful businesswoman, travels to Uttar Pradesh to set up a new industrial plant. Along the way, she discovers a severely injured stranger and rushes him to the hospital. He suffers a heart attack and is moved to the ICU. Sarojini faces a dangerous situation when her brother-in-law, Durga Prasad, threatens her. The stranger unexpectedly awakens from a coma and saves her. With no memory of his past, Sarojini adopts him and gives him the identity of her deceased son, Arjun Prasad. Two years later, Arjun Prasad has risen to prominence as an IT tycoon. Harika, the head of a rival company, competes with him but eventually falls in love. Meanwhile, the Telugu farmers in Uttar Pradesh face severe hardships imposed by local politician Bhavaninath Tagore.
In an attempt to support the farmers, Sandhya, who was once in love with Arjun, files a complaint. However, when the special judiciary committee arrives, Bhavaninath intimidates the villagers and portrays Sandhya as mentally unstable. Arjun, aware of Bhavaninath's threat to the farmers and Sarojini's humiliation, decides to take a stand. He restarts his plant, but Bhavaninath’s henchmen attack him. The villagers rush to his aid, recognizing him as Dharma.
The villagers reveal that Dharma was once a powerful police officer and the son of Seetaramaiah. He stood up for justice and protected the farmers. During this time, Veerandranath Tagore’s daughter, Niranjana Prasad, married a man from a lower caste, and Veerandranath welcomed the marriage. However, his brother Bhavaninath, enraged by caste differences, killed the bridegroom and tried to kill the pregnant Niranjana. Dharma saved them and took them to the village, where he led the farmers in resisting Bhavaninath’s tyranny.
In retaliation, Bhavaninath repealed the farmers’ lease agreement, and Veerandranath, unable to see the farmers suffer, urged them to leave the village. Veerandranath then tried to reason with his brother but was killed. Bhavaninath’s men also hunted down Niranjana. Dharma intervened but was gravely injured, and Sarojini Naidu found him in this condition.
Back in the present, Sarojini confirms that the man she saved is Dharma, but he still can’t remember his past. When he encounters Bhavaninath, he learns that Niranjana is alive and has a son named Dharma. Overjoyed, Dharma/Arjun Prasad defeats Bhavaninath, secures the lands for the farmers, and reinstates Niranjana Prasad as the rightful heir of the Tagore family. In the end, Sarojini leaves with Harika, understanding that Dharma is needed by the people more than by her business empire.
