1988: A riot in Bombay forces Ratnam and his son, Logu, to flee, rescued by Ramadurai. Ratnam decides to emigrate, against Ramadurai's advice. That night, Ramadurai's rival, politician Bhadra, attacks his home, resulting in the death of Ramadurai's wife, Ganga. In retaliation, Ramadurai kills Bhadra. To protect his son, Vishwa, from his violent life, Ramadurai sends him to Australia with Ratnam.
2013: In Sydney, Vishwa, a dancer and businessman, runs a water distribution company named after Ganga, alongside Logu and his dance team. He falls in love with Meera, a restaurateur's daughter. Meera reciprocates his feelings, and they plan to marry. They travel to Mumbai to meet Ramadurai, where Vishwa discovers his father's criminal activities and that Meera and her father are undercover Crime Branch officers who lured him to Mumbai to arrest Ramadurai. Ramadurai is arrested, but Bhima, Bhadra's son, detonates a bomb, killing him.
Devastated, Vishwa assumes his father's mantle, becoming "Thalaivaa," a crime boss fighting for the oppressed. Bhima instigates a riot, and Vishwa saves many, including Gowri, a woman whose marriage is ruined. Vishwa obtains video evidence of Bhima's involvement and exposes him, leading to his arrest. He also eliminates the corrupt Chief Minister who supported Bhima.
Bhima escapes prison and, with the help of Vishwa's treacherous uncle, Ranga, kills many of Vishwa's men, including Gowri. Ranga, seeking to usurp Ramadurai's position, also reveals his involvement in Ramadurai's death. He then betrays Vishwa, stabbing him and claiming him dead. Ranga's son, upon learning of his father's betrayal, kills them both in a suicide crash.
Vishwa survives, defeats Bhima's remaining forces, and kills Bhima. Meera, realizing her love for Vishwa, covers for him by shooting Bhima's and his goons' corpses. She quits her job, and they marry. With his enemies eliminated, Vishwa becomes the undisputed crime boss of Mumbai.
