When the evil mayor of Oakton City attempts to bring his plan of destroying Liberty Park to fruition, Surly the squirrel, and his friends hatch a scheme to stop him and save their home.

In the aftermath of Norvirus Raccoon's downfall, Surly Squirrel found himself unexpectedly elevated to hero status within Liberty Park's diverse animal community. The once-scrappy loner was now a celebrated figure, enjoying the spoils of victory in the form of an endless supply of nuts at Nibbler's Nut Shop, formerly Maury's. This all-you-can-eat buffet, a testament to Surly's newfound popularity, was a source of endless delight for him and his loyal companion, Buddy. However, Andie, ever the pragmatist, harbored reservations. She believed in the value of hard work and self-reliance, a stark contrast to Surly's carefree, opportunistic approach.

Their idyllic existence was shattered when Mole, in a moment of absentmindedness, caused the nut shop's boiler to explode, reducing their precious food source to rubble. Faced with the harsh reality of their situation, Andie proposed a return to their roots, foraging for sustenance within Liberty Park. Surly and Buddy, accustomed to the ease of the nut shop, attempted to find other readily available food sources, but their efforts proved futile. Defeated, they reluctantly returned to the park, their sense of security shaken.

Meanwhile, Percival J. Muldoon, the unscrupulous Mayor of Oakton City, saw Liberty Park as an untapped source of revenue. Disregarding the park's natural beauty and the animals' home, he devised a plan to transform it into an amusement park called Libertyland. Surly and Andie, discovering Muldoon's scheme, rallied the park's inhabitants, convincing them to sabotage the construction workers' efforts to dismantle their home.

Surly's initial triumph was short-lived. Andie, still advocating for hard work, attempted to instill a sense of responsibility within the animals, but Surly dismissed her concerns, believing that such efforts would only lead to disappointment. When the construction foreman informed Muldoon of the animal resistance, the mayor unleashed an animal extermination squad led by the ruthless Gunther. Surly was ensnared in one of Gunther's traps, and the animals were pursued by Muldoon's loyal but lovestruck dog, Frankie, who had developed a romantic interest in Precious. Surly and Buddy ventured out to rescue Precious, while the rest of the animals sought refuge in a new, seemingly safe location.

Their search led them into the territory of a formidable colony of white mice, led by the stern Mr. Feng. After a narrow escape, Surly and Buddy infiltrated Muldoon's mansion, where they found Precious held captive in the bedroom of Muldoon's spoiled daughter, Heather. Precious, however, rejected Frankie's affections, leaving him heartbroken. Surly's impulsive actions resulted in Buddy being shot and falling unconscious from a balcony. Meanwhile, Andie and the Bruisers, their search for a new home proving disastrous, found themselves trapped on a dangerous golf course, sustaining multiple injuries.

Surly, Precious, and Buddy reunited with the rest of the animals amidst the ruins of the nut shop. While mourning Buddy's apparent demise, Surly recounted their shared history, their childhood friendship, and the many times they had saved each other. Just then, Precious's affectionate lick revived Buddy. Surly, inspired by their resilience, led the animals in a daring plan to reclaim Liberty Park during Libertyland's grand opening.

Muldoon, desperate to regain control, deployed Gunther and his squad to capture the animals. Surly, facing overwhelming odds, sought an alliance with Mr. Feng and his mice. He convinced Feng that their survival depended on unity, regardless of their origins.

Together, Surly and the mice freed the captured animals, and they launched a coordinated attack on Libertyland. They overwhelmed the human forces, destroyed the amusement park's attractions, and attracted the attention of the police. Precious, reconciling with Frankie, confessed her feelings for him, reigniting his affection. Heather, attempting to intervene, was inadvertently knocked unconscious by Gunther.

Muldoon, trying to escape in a hot air balloon, was pursued by Surly and Buddy, who commandeered a roller coaster. Surly confronted Muldoon, and after a fierce struggle, Muldoon fell onto a bouncy house, where he was swarmed by Mr. Feng and his mice. Muldoon, Heather, and Gunther were apprehended, and Libertyland was shut down.

Months later, the community rallied to rebuild Liberty Park, restoring it to its former glory. Mr. Feng and his mice remained, embracing a peaceful lifestyle of Tai Chi. Precious and Frankie welcomed a litter of puppies, and Surly, finally embracing Andie's adventurous spirit, joined her in a daring nut cart heist, their bond strengthened by their shared experiences.
