Two years after the events of *The Purge: Anarchy*, former police sergeant Leo Barnes is now head of security for Senator Charlie Roan, a presidential candidate whose platform is to abolish the annual Purge. Having witnessed her family murdered during a Purge night 15 years prior, Roan is determined to end the bloody tradition, making her a prime target for the New Founding Fathers of America (NFFA) who control the government.

Barnes must protect the Senator as they navigate the deadly streets of Washington D.C., facing not only deranged Purgers but also NFFA death squads and international murder tourists seeking to stop Roan's anti-Purge agenda before Election Day.

Plot:

Senator Charlie Roan, a survivor of a Purge night 15 years ago, is running for president on a platform to end the annual Purge. Her popularity threatens the ruling New Founding Fathers of America (NFFA), who decide to revoke the traditional rule exempting high-ranking government officials from being targeted during the Purge, specifically to eliminate her. Leo Barnes, who saved her life in the previous Purge, is now her head of security, determined to keep her safe despite her insistence on remaining in her unprotected D.C. home for the Purge.

On the night of the Purge, Roan and Barnes are betrayed by a member of their security detail, who opens their home to NFFA death squads. Barnes manages to get Roan to safety, but they are forced onto the streets of Washington D.C. They are aided by Joe Dixon, a store owner whose insurance rates were hiked to force him to Purge his business, and his employee Marcos. They also encounter Laney Rucker, a former Purger turned EMT who drives an ambulance, offering aid to wounded non-Purger civilians, and her partner.

As they try to reach a clandestine anti-Purge medical facility run by Dante Bishop, they face various threats: violent Purgers, including a gang of international murder tourists, and relentless NFFA assassination squads. They discover that the NFFA's true motive for the Purge is not just population control, but also to eliminate the poor and disenfranchised, reducing the need for social services. The climax involves a tense confrontation at the NFFA's secret ceremony where they sacrifice Purge victims, with Roan facing a choice between vengeance and upholding her ideals.
