The Water Babies is a 1978 British live-action and animated family fantasy adventure film directed by Lionel Jeffries and produced by Peter Shaw. Plot:

The story of The Water Babies opens in mid-19th-century York, England, where twelve-year-old orphan Tom works as an overworked chimney sweep. Small and agile, Tom is exploited by his ruthless, roguish master, Mr. Grimes, and Grimes’s bumbling assistant, Mr. Masterman, who send the boy climbing up narrow, soot-choked flues for little food or shelter. One day, Grimes, Masterman, and Tom set off for Harthover Hall, a sprawling, wealthy country estate nestled in the Yorkshire countryside. While Tom is sent up into the labyrinthine chimney system of the mansion, Grimes takes advantage of his access to the estate, covertly stealing precious family silver and handing it out through the windows to Masterman. Lost in the maze of flues, Tom unexpectedly tumbles out of a fireplace into the pristine bedroom of Elly, the sweet-natured young daughter of the estate owners, Sir John and Lady Harriet.

Before Tom can explain his presence, the housekeeper discovers the missing silverware and raises an immediate alarm. To protect himself from prosecution, Grimes quickly shifts the blame onto the young chimney sweep, accusing Tom of being an international burglar. Panicked and terrified of being imprisoned, Tom flees the manor with his loyal dog, Toby. A chaotic chase ensues across the sprawling estate as Grimes, Masterman, and the estate guards pursue the boy with tracking hounds. Trapped at the edge of a high cliff overlooking Dead Man's Pool—a deep, roaring pool in a turbulent river—Tom sees no other escape route. Despite Elly running to the riverbank and shouting that she believes in his innocence, Tom and Toby leap from the cliff into the rushing waters below.

As Tom sinks into the depths, the film transitions from live-action into a vibrant, animated fantasy world. Instead of drowning, Tom discovers he can breathe underwater, transformed into a miniature "water-baby" alongside a magically aquatic Toby. Guided by the benevolent, mystical Gatekeeper (Mrs. Doasyouwouldbedoneby), Tom learns that he has entered an aquatic kingdom inhabited by anthropomorphic marine creatures. However, this peaceful realm is shadowed by tyranny: a community of innocent, young Water Babies has been captured and enslaved inside an enclosed underwater lake by a ruthless, power-hungry Killer Shark and his sneaky, electrocuting henchman, the Electric Eel.

To earn his passage back to the surface world and clear his reputation, Tom vows to rescue the captive Water Babies. He assembles a quirky team of underwater allies, including Jock, a heroic Scottish lobster; Terence, an eccentric, starstruck English seahorse; and Claude, a polite, fencing French swordfish. Together, the group navigates treacherous ocean currents, dodging deep-sea predators and solving underwater puzzles. Their quest leads them across the globe to an icy cave in Antarctica, where they seek the counsel and assistance of Cyril, a friendly walrus, alongside a chorus of singing polar bears and penguins.

In Antarctica, Tom presents his cause before the Kraken (Neptune), the ancient sea king who holds the authority to decide whether mortals may return to the land of the living. The Kraken tests Tom’s moral character, explaining that true nobility requires self-sacrifice and courage rather than self-preservation. Reinvigorated by his mission, Tom leads his sea allies in a high-stakes battle against the Killer Shark and the Electric Eel. Using clever tactics and the combined strength of the ocean creatures, Tom breaks open the underwater prison, defeating the villains and freeing Ariadne and the rest of the captive Water Babies.

Having proven his selflessness and moral growth through his brave deeds, Tom is granted his ultimate wish by the Kraken. He and Toby are given safe passage back to the human world above the river's surface. Emerging safely from Dead Man's Pool as a normal human boy once again, Tom returns to Harthover Hall alongside Toby. Supported by Elly’s unwavering testimony, Tom presents the evidence of Grimes and Masterman’s crimes to Sir John and the local authorities. Grimes and Masterman are promptly arrested for theft and false accusation, fully exonerating Tom. Grateful for his bravery and moved by his gentle spirit, Elly’s family officially adopts Tom into their home, offering him the loving family and bright future he was so long denied.
