Situations push a common man to oppose an influential guy in his area and how he develops himself stronger to fight back his enemies forms the crux of the story.

In Kombai, Sukumar, a corrupt politician, persuades Arulmozhi to become the Panchayat leader, where she gets married and gets the position. However, Arulmozhi's honest and law-abiding principles enrage Sukumar, causing him to organize a group of hitmen to burn him to death. The group killed Arulmozhi's husband, poured petrol on pregnant Arulmozhi and set her on fire. However, she falls into the river. She suffers severe burns and gives birth to a baby boy, saving her life. Sukumar gets the news of her survival and the birth of his son.

Years later, Arulmozhi's son Vijayaraghavan is a caring teacher living in Kombai. Arulmozhi sends him to Chennai to complete IAS and advises him to expand his experience and realize his dream. Vijayaraghavan lives in the slums of Chennai. One day, at an MBA college, a gangster named Sulu kicks him off his desk and Vijayaraghavan hits him on the head, whereupon he sees slum children and decides to reform them. Vijayaraghavan passed his IAS preliminary exam and convinced the children's parents to send him tuition. Vijayaraghavan balances his IAS studies and tuition work, where he has become the preferred tuition master in the region.

Vedavathi, a classmate of Vijayaraghavan, admires him after hearing his mother's tragic story and later falls in love with him. When Gunasekaran visits the slum, Vijayaraghavan questions him on the false police cases filed against the slum children. In response, Sulu and his gang beat him up, and he inspires his students that they will face obstacles, but should ignore them and focus on their goal. Taking inspiration from Vedhawati, Vijayaraghavan passed his IAS exam, where he planned to go to Delhi for his interview. However, Vijayaraghavan loses his temper and beats up Sulu and his gang, where he also beats up Karuna's men. The next day, Gunasekaran's men kidnap Vijayaraghavan, where Karuna beats him and throws him in a canal.

Vijayaraghavan's students successfully pass their exams, where people respect and support Vijayaraghavan. In the councilors' election, Vijayaraghavan contests as an independent candidate, angering the district secretary Pedha Perumal. Vijayaraghavan convinces people for change and wins the election. Gunasekaran and Sulu are angry with Vijayaraghavan's victory. Pedha Perumal gets angry at Gunasekaran and Karuna. After overcoming several threats from Gunasekaran and convincing his enemy Pedha Perumal, Vijayaraghavan resolves the pending issues in his ward. Eventually, Vijayaraghavan revamped the slum by painting the houses, building new roads and footpaths and providing jobs to the residents, where he even burnt Karuna's medicines. The development in the slum pleases the Governor of Tamil Nadu, who posts about the changes on his Twitter page.

Gunasekaran complains to Pedha Perumal about this news, and Sulu points out that he should have beaten Vijayaraghavan when he got the chance. However, Pedha Perumal insults Sulu and Guna. The Governor visits the ward and tries to convince Vijayaraghavan to join the opposition. Pedha Perumal also goes to meet Vijayaraghavan, but Vijayaraghavan rejects his request. Pedha Perumal forced Vijayaraghavan to resign. Sukumar breaks into Arulmozhi's house and breaks her hand when she confronts him, whereupon he emotionally signs the resignation letter and records a video as proof. After hearing the news of his mother's broken hand from his friends, Vijayaraghavan beats up Karuna and his goons. When people support former councilor Vijayaraghavan Gunasekaran realizes that he has lost the constituency. Pedha Perumal gets angry at Karuna.

Vijayaraghavan applies for an MLA candidacy, where he succeeds in taking his revenge against Sukumar and arrests him. Opposition party CM Rajamanickam persuaded Vijayaraghavan to make a compromise and join them, but Vijayaraghavan said that he would not join unless he got the post of state CM. Angered, Rajamanickam tells Pedha Perumal that Vijayaraghavan should not contest the elections as an MLA, but he says let Vijayaraghavan contest the elections and the upcoming events will be presented in the sequel.
